يَحْلِفُونَ لَكُمْ لِتَرْضَوْاْ عَنْهُمْ فَإِن تَرْضَوْاْ عَنْهُمْ فَإِنَّ اللّهَ لاَ يَرْضَى عَنِ الْقَوْمِ الْفَاسِقِينَ
Yahlifoona lakum litardaw AAanhum fain tardaw AAanhum fainna Allaha la yarda AAani alqawmi alfasiqeena
The aya says:
They swear to you (plural) so that you will be content with them. So, if you are content with them, then Allah is not/ will not be content with the deviant people.
My personal note:
I translated FASIQEEN as deviant people in the sense that they deviate off the path, which is the translation of the root F-S-Q as someone who drifts from the path or is off the path and so on.
The Aya tells us about the reasoning for swearing falsely about what they did or did not do. However, the Aya emphasizes that deviating from the path of Allah is a reason for Allah not to be content with us.
Translation of the transliterated words:

Note: it is derived from the root HA-L-F and it means swearing an oath. YAHLIFOON is an action that is being completed or will be completed. It means: the action of swearing happens or will happen by the subject (third person plural)

AAani: with/ about
Alqawma: the people
Note: ALQAWMA is derived from the root Qaf-Y-M and it means standing or standing upright. ALQAWMA are the people that stand together and that makes the group or people or nation, basically, any group of people that stand together or form a group.
Alfasiqeena: the drifters from the path/ the deviant
Note: the root is F-S-Qaf and it means in concrete when the seed is out of it’s pod or when the rat is out of her house or causing harm to the regular path of the people. So, it is used for someone leaving the path or someone harming the safety of it. This is then understood as when one is out of the right place for them. In the Qur’an, it is used to mean being outside of God’s path. ALFASIQEEN are the ones who drift from the path

سَيَحْلِفُونَ بِاللّهِ لَكُمْ إِذَا انقَلَبْتُمْ إِلَيْهِمْ لِتُعْرِضُواْ عَنْهُمْ فَأَعْرِضُواْ عَنْهُمْ إِنَّهُمْ رِجْسٌ وَمَأْوَاهُمْ جَهَنَّمُ جَزَاء بِمَا كَانُواْ يَكْسِبُونَ
Sayahlifoona biAllahi lakum itha inqalabtum ilayhim lituAAridoo AAanhum faaAAridoo AAanhum innahum rijsun wamawahum jahannamu jazaan bima kanoo yaksiboona
The aya says:
They will swear by Allah to you (plural) when you return to them, so that you will leave them alone. So, step away from them. They are unclean/troublesome and their abode is Hell, a pay back by what they used to do.
My personal note:
The term TuAARIDOO is a term about move away or step away or let be and ignore the misgiving and so on. So, the Aya is talking about them swearing by Allah to make excuses so they are left alone. The Aya says so be it because they are unclean or troublesome.
The term RIJS takes the meaning of unclean but also trouble or cause for trouble and so on.

It means: the action of turning 180 degrees happened by the subject (second person plural). Here the meaning is returning or flipping back from where they were heading.
Ilayhim: towards them
lituAAridoo: to avoid/ step aside/ step away/ turn your back/ ignore/ leave them alone
Note: the root is Ain-R-Dhad and it means width. As a conceptual meaning it has many applications such as: standing in the way or closing the road, but it also means presenting and make something seen, because things are seen better if one sees their width. It can also in certain contexts and forms mean ignore or step aside or avoid as in this context. Li means: to or in order to. TuAARIDOO is an action that is happening or will be happening. It means: the action of avoiding or stepping away or aside is happening by the subject (second person plural).

MAWA means place or time of resort of or place and time of. HUM means them.
jahannamu: Hell
Note: Jahannam is one of the names of Hell. There is a root J-H-N-M and it means a very deep valley with the understanding that at the bottom of the valley it is very hot. It probably is also related to the term Gehenna in the bible as a place of punishment and destruction and so forth.
Jazaan: payback/ recompense
Note: the root is J-Z-Y and it means compensation for action that can be good or bad. JAZAAN means compensation or payback.
Bima: by what/ for what
Note: BI signifies an attachment or close linkage between what is before and what is after it. In a Verbal sentence it can mean attachment to the action or to the subject as it does the action. This attachment can then signify many things according to the verb and to the sentence and so on. In this sentence it signifies tools of why they were taken.
Kanoo: they were/ happened to be/ they used to
Note: the root is K-W-N and it means being. KANOO is an action that is completed that is derived from the root. It means: the action of being happened by the subject (third personal plural). This in turn means: they were/ they happened to be.
yaksiboona : they earn/ they acquire/ they accumulate
Note: the root is K-S-B and it means earning, acquiring or collecting. YAKSIBOONA is an action that is being completed or will be completed and that is derived from the root. It means: the action of earning or collecting is happening or will be happening by the subject (third person plural).
