قُلِ اللَّهُمَّ مَالِكَ الْمُلْكِ تُؤْتِي الْمُلْكَ مَن تَشَاء وَتَنزِعُ الْمُلْكَ مِمَّن تَشَاء وَتُعِزُّ مَن تَشَاء وَتُذِلُّ مَن تَشَاء بِيَدِكَ الْخَيْرُ إِنَّكَ عَلَىَ كُلِّ شَيْءٍ قَدِيرٌ
Quli allahumma malika almulki tutee almulka man tashao watanziAAu almulka mimman tashao watuAAizzu man tashao watuthillu man tashao biyadika alkhayru innaka AAala kulli shayin qadeerun
The Aya says:
Say (O Muhammad): My God, owner of the authority, You bring the authority to whomever You will and take it away from whomever You will. And You make strong, resistant to pressure, whomever You will and make the opposite happen to whomever You will. In You hand is the goodness. Verily, You (are) on every entity all capable.
My personal note:
This Aya is a beautiful reminder that all is in the hands of God. He is the one to be asked for any goodness, and not any other entity.
Translation of the transliterated words:
Quli: Say
Note: the root is Qaf-WL and it means saying. QUL is an order addressing a single person and it means: Say
Allahumma: My God
Malika: owner of
Note: the root is MLK and it means ownership or authority over something. One concrete meaning is the fruit when it becomes strong and held together. So, in a sense MULK has the meaning of holding things together in a strong bond and with authority over it. MALIKA means owner of or one with authority over.
Almulki: the authority

It means: the action of making come is happening or will be happening by the subject (second person singular pointing to God).

This takes the meaning of weakness and humiliation, but at times, it takes the meaning of humility and softness. The plane of thought decides the use of the word. TUTHILLU is an action that is being completed or will be completed. It means: the action of making pliant to pressure is happening or will be happening by the subject (second person singular pointing to God) to the object (Man= whomever). In here, it is used as the opposite of Ain-Z-Z which means strength and resistant to pressure.

YADIKA is derived from the root Hamza-Y-D and it means hand and then it takes different meanings according to the plane of thought. YADIKA means You hand and it denotes ownership and authority and power.
Alkhayru: the goodness
Note: the root KH-Y-R and it means choice as the concept. It can be extended to mean good or better or best, because that would be the choice. ALKHAYR means the goodness or the choice where the choice is the best.
Innaka: Verily You
AAala: on
KULLI: every/each
Note: the root is K-L-L and it means the parts put together. This is the concrete and it means all or every or each or all
Shayin: entity
Note: the root is SH-Y-Hamza and it means entity. SHAYIN means entity.
Qadeerun: All capable
Note: the root is Qaf-D-R and it means in concrete cooking the meat in the pot. For abstract it takes the meaning of measuring and capability to perform according to the measure. QADEERUN means one who has the ability to measure and capability to perform accordingly. This takes the meaning of all capable.
