فَإِن لَّمْ تَفْعَلُواْ فَأْذَنُواْ بِحَرْبٍ مِّنَ اللّهِ وَرَسُولِهِ وَإِن تُبْتُمْ فَلَكُمْ رُؤُوسُ أَمْوَالِكُمْ لاَ تَظْلِمُونَ وَلاَ تُظْلَمُونَ
Fain lam tafAAaloo fathanoo biharbin mina Allahi warasoolihi wain tubtum falakum ruoosu amwalikum la tathlimoona wala tuthlamoona

The Aya says:
So, if you (plural) do not do, then be informed of a war from Allah and his messenger. And if you returned (to God’s obedience), then to you belong your principal. You will not transgress, nor will you be treated unfairly.

My personal note:
The Aya mentioned that if people did not stop the usury then they are at war or distancing from God and his prophet. It also mentions that they can keep the principal amount so as not to transgress nor be victims of transgression.

Translation of the transliterated words:
Fain lam: So, if not
tafAAaloo: you (plural) do
Note: the root is F-Ain-L and it means doing. TAFAAaLOO is an action that is being completed or will be completed that is derived from the root. It means: the action of doing is happening or will be happening by the subject (second person plural) to the object (not mentioned, but is understood as stopping the usury)/
Fathanoo: therefore be informed
Note: FA means therefore or so. ATHANOO is derived from the root Hamza-TH-N and it means ear. This is one concrete meaning and the word takes the meaning of announce or hearing or informing, depending on the situation. ATHANOO is an order to a group of people to hear or be informed or to receive announcement and so forth.
Biharbin: by war/by distancing
Note: Bi denotes either an association between the word after it and before it or a tool of action or an object of action or any combination of the three. HARBIN is derived from the root Ha-R-B and it means war or distancing and separation. HARBIN means war or distancing.
Mina: from
Allahi: Allah/God
Warasoolihi: and his messenger
Note: WA means and. RASOOLIHI is derived from the root R-S-L and it means the group of people or animals that were sent. RASOOLI is the one that is sent and is used to mean messenger because he was sent by the sender to the receiver. RASOOLI means messenger of. HI means him and points to Allah.
Wain: and if
Tubtum: you repented/ you finally returned (to god’s obedience)
Note: the root is T-W-B and it means in one of the concrete meanings coffin. The word is used to mean returning from disobedience to obedience and it has a finality in the meaning. It can also mean the final return to God’s order or so forth, just as the coffin is the place of final return. TUBTUM is an action that is completed and that is derived from the root. It means: the action of finally return (to God’s obedience) happened by the subject (second person plural).
Falakum: then belongs to you
Ruoosu: heads of
Note: the root is R-Hamza-S and it means head. RUOOSU means heads of
Amwalikum: your moneys
Note: the root is M-W-L and it means what a person owns of gold and silver. This is used to mean anything owned or just money. AMWALI means moneys of. KUM means plural you.
RUOOSI AMWALIKUM is a term that is used to mean the principal or the original money before the accrual of usury..

Tathlimoona: you (plural) transgress

This is one of the concrete meanings and it is used to mean decisions made in darkness which include transgression and displacement of right and wrong. TATHLIMOONA is an action that is being completed or will be completed. It means: the action of transgressing is happening or will be happening by the subject (second person plural)

Tuthlamoona: will you (plural) be transgressed against.
