Salaam all,
This is 2:160
Illa allatheena taboo waaslahoo wabayyanoo faolaika atoobu AAalayhim waana attawwabu arraheem
The Aya says:
Except those that returned ultimately to GOD and reconciled and clarified, then to those, I arrive repentance on them and I am the ultimate source of repentance, the merciful.
My personal note:
This continues the message of the previous Aya and mentions that TAWBA which is the ultimate return to GOD or ultimate repentance will be accepted by GOD who is the ultimate source of repentance and of mercy.

ATTAWWABU is the one that makes people ultimately return to GOD. GOD is the one that brings people ultimately to him for he is the source of repentance
Arraheem: The merciful
Note: The root is R-Ha-M and it means womb for the concrete. ARRAHEEM is the one that treats others like as a womb treats the fetus. This is the merciful.
