سَنُلْقِي فِي قُلُوبِ الَّذِينَ كَفَرُواْ الرُّعْبَ بِمَا أَشْرَكُواْ بِاللّهِ مَا لَمْ يُنَزِّلْ بِهِ سُلْطَانًا وَمَأْوَاهُمُ النَّارُ وَبِئْسَ مَثْوَى الظَّالِمِينَ
Sanulqee fee quloobi allatheena kafaroo alrruAAba bima ashrakoo biAllahi ma lam yunazzil bihi sultanan wamawahumu alnnaru wabisa mathwa alththalimeena
The Aya says:
We shall cast the panic in the hearts and minds of the ones who rejected, by what they made partners with Allah what He did not bring down with power of proof. And their place of housing (is) Hell and hardship (is) the transgressors' place of long stay.
My personal note:
The Aya mentions that those who made partners to Allah have no power of proof in their case and for that they receive the punishment from God.
Translation of the transliterated words:
Sanulqee: We shall cast
Note: the root is L-Qaf-Y and it means receiving as a concept which would be understood more specifically according to the sentence. Concrete uses of the word are a female that gets pregnant easily therefore she received the sperm well. SANULQEE is an action that will be completed. It means: the action of making an object (Alruub= the fear) received by another object (fee quloob= in hearts of) will happen by the subject (first person plural).

Note: The root is Qaf-L-B and it means turning 180 degrees or upside down. The word is used for heart, because it is the organ that changes it’s moods often. Therefore QALB is our thoughts and emotions. QULOOBI Are hearts and minds of or thoughts and emotions of.
Allatheena: those who
Kafaroo: rejected
Note: the root is K-F-R and it means burying the seed in the ground for planting. It is used to mean rejection of an idea because that means covering the brain in the ground from the idea or covering the idea so that it is not known or seen. KAFAROO is an action that is derived from the root and that is completed. It means the action of rejection happened by the subject (third person plural pointing to any group that fits the description. Here it points to allatheena= those who). It means they rejected.
alrruAAba: the fear/ the panic
Note: The root is R-Ain-B and it means fear and panic. ALRRuAABA means the panic or the fear.
Bima: by what
Note: Bi denotes that what comes after is a tool and/or an object or an association with an action that was mentioned. If it is an object of the action then it makes it stronger. MA means what
Ashrakoo: they made partnering
Note: the root is SH-R-K and it means partnering. ASHRAKOO is an action that is completed. It means: the action of making partners to the object (ALLAh, coming up) was made to happen by the subject (third person plural).
biAllahi: by Allah/ in Allah/ with Allah.

Lam: not
Yunazzil: He made descend/ He brought down
Note: the root is N-Z-L and it carries the meaning of arrival to stay and descent. One concrete meaning is the descent of the person from his or her horse or camel as they arrive at the place where they plan to stay. YUNAZZIL is an action that is happening or will be happening. It means: the action of making descend/ bring down/ make arrive is happening or will be happening by the subject (third person singular pointing to Allah)
Bihi: by him/ with him/ him (with emphasis)
Note: Bi suggests that what comes after it is either an association with the action, a tool of the action or an object of the action or any combination of the three. If bi serves as an object of the action that it serves as an emphasis of the action. HI means him and it points to MA= what which was used to become partner with God.
Sultanan: power of proof/ proof
Note: the root is S-L-TTA and it means power as a concept and can be extended to the power that is physical, mental, spiritual and power of argument and proof. SULTANAN here is close to the power of proof or proof.
Wamawahumu: and their place of housing
Note: WA is a letter that links what is before with what is after. This link is through inclusion, either one is included in the other or they are all included in the bigger sentence or bigger picture. WA often corresponds with “and/ addition” but the more encompassing meaning is in inclusion one in another or all in a bigger picture or sentence. MAWAHUMU is derived from the root Hamza-W-Y and it means housing. MAWA is place or time of housing of. HUMU means them.
Alnnaru: The fire/ hell
Note: the root is N-W-R and it means lighting. This could be lighting light or lighting fire according to the word and the context. ALNNARA is the fire, and it is used to mean Hell.
Wabisa: and hardship/ and worse
Note: WA is a letter that links what is before with what is after. This link is through inclusion, either one is included in the other or they are all included in the bigger sentence or bigger picture. WA often corresponds with “and/ addition” but the more encompassing meaning is in inclusion one in another or all in a bigger picture or sentence. BISA is derived from the root B-Hamza-S and it means lion for concrete. The word is used to mean hardship or hard depending on the situation. BISA means hardship or worse in this situation.
Mathwa: place of long stay
Note: the root is TH-W-Y and it means staying long time. MATHWA is the place where a person stays long.
Alththalimeena: The ones who transgress/ the ones who misplace right and wrong.
Note: the root is THA-L-M and it means darkness in the most concrete form. This word also takes the meaning of misplacing right from wrong and transgression since it is misplacing right from wrong and a decision made in darkness. ALTHTHALIMEENA are the ones in darkness, the transgressors or the mis-placers of right and wrong.
