يَا أَيُّهَا الَّذِينَ آمَنُواْ لاَ تَكُونُواْ كَالَّذِينَ كَفَرُواْ وَقَالُواْ لإِخْوَانِهِمْ إِذَا ضَرَبُواْ فِي الأَرْضِ أَوْ كَانُواْ غُزًّى لَّوْ كَانُواْ عِندَنَا مَا مَاتُواْ وَمَا قُتِلُواْ لِيَجْعَلَ اللّهُ ذَلِكَ حَسْرَةً فِي قُلُوبِهِمْ وَاللّهُ يُحْيِـي وَيُمِيتُ وَاللّهُ بِمَا تَعْمَلُونَ بَصِيرٌ
Ya ayyuha allatheena amanoo la takoonoo kaallatheena kafaroo waqaloo liikhwanihim itha daraboo fee alardi aw kanoo ghuzzan law kanoo AAindana ma matoo wama qutiloo liyajAAala Allahu thalika hasratan fee quloobihim waAllahu yuhyee wayumeetu waAllahu bima taAAmaloona baseerun

The Aya says:
O those who make themselves safe (in Allah) do not be like those who rejected and said to their brothers when they hit in the land or happened to be in active pursuit: “If they were at our presence, they would not have died or fatally injured.” (This is) in order that Allah make that a vulnerability/regret in their hearts. While Allah makes live and makes die, and Allah has deep insight in what you (plural) do.

My personal note:
The terms hit in the land and active pursuit are really a partial understanding. Hit in the land can mean travel as well as work and may be fighting as well. Active pursuit can also carry within the meaning fighting or actively pursuing an enemy. In the context of the previous Ayat, the fighting is a clear possibility.
Hasratan Fee Quloobihim is a term that I translated as vulnerability and regret. This is a term used in a concrete fashion when an outer cover is removed, therefore making the entity underneath exposed and vulnerable and unprotected as well as opening it to possibility of regret.

Translation of the transliterated words:
Ya ayyuha allatheena: O those who
Note: the three words used here are callings.
Amanoo: made themselves safe
Note: the root is Hamza-M-N and it means safe or safety. AMANOO is an action that is derived from the root and that is completed. It means: the action of making the object (not mentioned and therefore the subject and the object can be the same entity here) become safe happened by the subject (third person plural). So, it ends up meaning: they made themselves safe.
La: Not
Takoonoo: You happen to be
Note: the root is K-W-N and it means being. TAKOONOO is an action that is being completed or will be completed that is derived from the root. It means: the action of being is happening or will be happening by the subject (second person plural). This in turn means: You (plural) happen to be or you be.

Kaallatheena: like those who
Kafaroo: rejected
Note: the root is K-F-R and it means burying the seed in the ground for planting. It is used to mean rejection of an idea because that means covering the brain in the ground from the idea or covering the idea so that it is not known or seen. KAFAROO is an action that is derived from the root and that is completed. It means the action of rejection happened by the subject (third person plural pointing to any group that fits the description. Here it points to allatheena= those who). It means they rejected.
Waqaloo: and said
Note: WA is a letter that links what is before with what is after. Note: the root is Dhad-R-B and it means hitting of the limbs to serve a function. The word carries mainly three components to the meaning, the hitting of the limbs, a measure and a purpose. This then has many meanings including hitting, or traveling or working with the limbs and so on and so forth. DARABOO is an action that is completed. It means: the action of hitting or measured movement of the limbs happened by the subject (third person plural).

Note: Li means in order to. YAJaAALA is derived from the root J-Ain-L and it means making. YAJaAALA is an action that is being completed or will be completed. It means: the action of making is happening or will be happening by the subject (third person singular) pointing to Allah.

Hasratan: vulnerability/ regret/ without protective cover
Note: the root is Ha-S-R and it means in concrete, it means scraping the cover from something and therefore leaving it exposed. It also is used for a fighter that does not have armor on nor a helmet, and therefore exposing his vulnerabilities. In Abstract, it means exposure of vulnerability or regret. HASRATAN means: vulnerability, regret or without protective cover.

Note: The root is Qaf-L-B and it means turning 180 degrees or upside down. The word is used for heart, because it is the organ that changes it’s moods often. Therefore QALB is our thoughts and emotions. QULOOBI Are hearts and minds of or thoughts and emotions of. HIM means them.

Note: the root is Ha-Y-W and it means life or living. YUHYEE is an action that is ongoing, not complete that is derived from the root. It means: the action of making live is happening by the subject (third person singular pointing to Allah).
