وَرَسُولاً إِلَى بَنِي إِسْرَائِيلَ أَنِّي قَدْ جِئْتُكُم بِآيَةٍ مِّن رَّبِّكُمْ أَنِّي أَخْلُقُ لَكُم مِّنَ الطِّينِ كَهَيْئَةِ الطَّيْرِ فَأَنفُخُ فِيهِ فَيَكُونُ طَيْرًا بِإِذْنِ اللّهِ وَأُبْرِىءُ الأكْمَهَ والأَبْرَصَ وَأُحْيِـي الْمَوْتَى بِإِذْنِ اللّهِ وَأُنَبِّئُكُم بِمَا تَأْكُلُونَ وَمَا تَدَّخِرُونَ فِي بُيُوتِكُمْ إِنَّ فِي ذَلِكَ لآيَةً لَّكُمْ إِن كُنتُم مُّؤْمِنِينَ
Warasoolan ila banee israeela annee qad jitukum biayatin min rabbikum annee akhluqu lakum mina altteeni kahayati alttayri faanfukhu feehi fayakoonu tayran biithni Allahi waobrio alakmaha waalabrasa waohyee almawta biithni Allahi waonabbiokum bima takuloona wama taddakhiroona fee buyootikum inna fee thalika laayatan lakum in kuntum mumineena

The Aya says:
And a messenger to the children of Israel that I came to you (plural) with a sign from your nurturing Lord, that I shape to you (plural) from clay, like the shape of the bird, then blow in him so he becomes (an actual) bird, by Allah’s license. And I cure the blind and the leper and make the dead live by Allah’s license, and I inform you of what you eat and you store in your homes. Verily, in that (is) a sign to you (plural) if you happened to be people who make themselves safe (in God and his message).

My personal note:
This Aya points to the miracles that came with Jesus and includes curing of the ill and bringing the dead to life. The Qur’an puts a condition to those miracles at the end of each sentence using the term BIITHNI ILLAH which I translated as By GOD’s license. The word ITHNI carries the meaning of knowledge and approval. It means that Jesus would have not been able to do any of this except for God’s knowledge and approval or God’s license. This keeps the power only in God’s hands and means that the power that made the miracles happen came from God and not from Jesus.

Translation of the transliterated words:
Warasoolan: and a messenger
Note: WA means and. RASOOLAN is derived from the root R-S-L and it means the group of animals or humans that were sent somewhere. RASOOLAN means messenger.

Israeela: Israel/ Jacob

Jitukum: came to you
Note: the root is J-Y-Hamza and it means coming. One concrete word that is derived from this word is the pool where the rain water comes. JITU is an action that is completed and that is derived from the root. It means that the action of coming happened by the subject (first person singular pointing to Jesus) to the object KUM which is a plural you.
Biayatin: with/ by a sign
Note: Bi suggests that what comes after it is either an association with the action, a tool of the action or an object of the action or any combination of the three. If bi serves as an object of the action then it serves as an emphasis of the action. The action here is the coming of Jesus. AYATIN the root is Hamza-YH and it means sign. AYATIN is sign.
Min: from
Rabbikum: Your nurturing Lord
Note: the root is R-B-B and it means lord or king as well as nurturing and sustaining. The word is used for the head of the household and for the teacher because both are leaders over us and they nurture us in many ways. RABBI means: nurturing lord of. KUM is plural you. The nurturing lord is GOD, for he is our lord and nurturer/sustainer at the same time.
Annee: That I (Jesus)
Akhluqu: create/ make created/ shape or make shaped
Note: the root is KH-L-Qaf and it means creating and creation. The word has many little other meanings that revolve around that theme, in concrete, it means the smoothened rock that was shaped that way, so it has the cutting and shaping. AKHLUQU is an action that is happening or will be happening. It means the action of making the object (Altteeni=the clay) created into shape is happening or will be happening by the subject (first person singular pointing to Jesus)
Lakum: to you
Mina: from
Altteeni: the clay/ the wet soil
Note: The root is TTa-Y-N and it means clay or the soil when it is wet and can be shaped into shaped or the ceramic before it is put in the oven to be baked. ALTTEENI is the clay or wet soil.
Kahayati: like shape of/ look of/ nature of
Note: KA means as or like. HAYATI is derived from the root H-Y-Hamza and it means the nature of an entity. This meaning can be extended or narrowed according to the nature of the sentence. It takes often the meaning of the shape or look of something, but can be a little deeper at times. HAYATI here means nature of or look of or shape of.
Alttayri: the bird
Note: the root is TTa-Y-R and it means flying with wings. ALTTAYRI means anything that is flying with wings. It is used to mean bird.
Faanfukhu: Then I blow (air)/ then I make blowing happen
Note: FA means so, then or therefore. ANFUKHU is derived from the root N-F-KH and it means blowing air or any other entity that can be blown. ANFUKHU is an action that is happening or will be happening. It means: the action of blowing is being made to happen or will be made to happen by the subject (first person singular).

Note: the root is TTa-Y-R and it means flying with wings. ALTTAYRI means anything that is flying with wings. TAYRAN means bird.
Biithni: by knowledge and approval of/ by license of
Note: BI denotes that the word that is coming after is either a tool or an object of the action that was mentioned earlier or as an associate to the action. ITHNI is derived from the root Hamza-TH-N and it means ear in concrete. It also means hearing, knowing and approving at the same time and may be extended to acting according to that knowledge. ITHNI means knowledge and approval of or license of. The BI here signifies that the knowledge and approval are tools of in the making of clay into bird. Basically it gives the meaning that Jesus would have never done it if God did not give the ok for the clay to become bird.

Waobrio: And I make cured
Note: WA means and. OBRIO is derived from the root B-R-Hamza and it means dissociation from an entity. This takes many meanings according to the situation. One of them is cure from disease because it is dissociation from disease, another is creation of a living thing out of a dead thing and that is dissociation from the state of death and any other type of dissociation in between. OBRIO is an action that is happening or will be happening. It means: the making of the object (ALKMAHA= blind) cured/ dissociated from blinding is happening or will be happening by the subject (first person singular).
Alakmaha: the blind/ the blind since birth.
Note: the root is K-M-H and it means blindness from birth. ALAKMAHA is the one who is blind from birth.
Waalabrasa: and the one afflicted in the skin/ and the leper
Note: WA means and. ALABRASA is derived from the root B-R-Sad and it means an affliction of the skin where the pigment is lost. This includes albinism, vitiligo and the more frequent of that time, leprosy. ALABRASA is any one of the previous three but probably meaning the leper.
Waohyee: and I make live/ and I bring to life
Note: WA means and OHYEE is derived from the root Ha-Y-W and it means life or living. OHYEE is an action that is happening or will be happening. It means: the action of making the object (almawta= the dead) live is happening or will he happening by the subject (first person singular).
Almawta: the dead/ the without movement
Note: the root is M-W-T and it means death or the opposite of life or the lack of voluntary movement. ALMAWTA are the dead or the ones without voluntary movement.
Biithni: by knowledge and approval of/ by license of
Note: BI denotes that the word that is coming after is either a tool or an object of the action that was mentioned earlier or as an associate to the action. Note: BI denotes that the word that is coming after is either a tool or an object of the action that was mentioned earlier or as an associate to the action. MA means what.
Takuloona: you (plural) eat
Note: the root is Hamza-K-L and it means eating. This will then take different meanings depending on the different planes of thought that a person has. TAKULOONA is an action that is being completed or will be completed. It means the action of eating is happening or will be happening by the subject (second person plural)
Wama: and what
Taddakhiroona: You store
Note: the root is D-KH-R and it means subduing or bringing under control. This can take many meanings according to the plane of thought of the sentence. TADDAKHIROONA is an action that is being completed or will be completed. It means the action of making an entity (not mentioned) subdued is happening or will be happening by the subject for the subject. In here, this action takes the meaning of storing or accumulating since one stores or accumulates entities that are subdued or brought under control of the person.

Buyootikum: your homes/ your shelters
Note: the root is B-Y-T and it means to reach the night and BAYT is the place that you spend the night in. It is also used for any structure that can be used for that purpose and for animal dwellings. Therefore BAYT is closer to a shelter as the conceptual meaning and within that meaning falls the home or the house. BUYOOTI means homes of or shelters of. KUM means plural you.

Note: LA is for stressing what is to come next. AYATAN, the root is Hamza-Y-H and it means sign. AYATAN mean a sign.

Note: the root is K-W-N and it means being. KUNTUM is an action that is completed that is derived from the root. It means: the action of being happened by the subject (second person plural). This in turn means: you were or you happened to be.

Note: the root is Hamza-M-N and it means safe or safety. MUMINEENA are the people who made themselves safe (in God and his message).

Wa Alaikum Assalam,

This is certainly a deep question and answering it is mainly semantic. To me the Bi Ithnillah means that the coming to life would not have happened without the ITHN of Allah. However the action was tied to the NAFKH as well (blowing). So, in a sense I understand it that putting a breath in an entity can bring life to it but this will only happen if the ITHN of Allah was present. In the case of Jesus, the two were present. In our cases not so, unless we are trying to revive someone with an arrest and then he or she comes back to life, then we can say this happened by our blowing but with the ITHN of Allah that allowed it to happen. Whereas if they did not come back to life then we can say the ITHN of Allah was not obtained to bring them back to life.
